Would like to have a rifle built. Stainless barrel and action, McMillan et al. for stock. Hinged floor plate. 300 win mag due flexibility and it just plain works. Should be a max of 8lbs scoped with sling and ammo. No muzzle brake.

What components would you choose?

No flies on the 300Win Mag IMHO for a lot of reasons. Especially easy availability of a very wide range of components and very good performance.

It isn't my first choice, especially on such a light platform but that is just a personal preference and low tolerance for recoil.

Guntech set up an excellent base for this platform but I would also suggest that you also pick up your own reamer which has been manufactured to minimum specs. This might not guarantee tack driving accuracy but it will certainly go a long way to getting there. Also, the neck diameter on the reamer should be machined to the median diameter between minimum and maximum specs. I have seen 300WM cartridges stick at the most improper time because the case necks were on the large side. Not often, but it happens. Also, if you have done your own due diligence and know which bullet you want to use, have the leade cut on the reamer as well for that bullet weight, shape length. You will be able to load other bullets to the sweet spot but they will either take up a bit of powder capacity because they have to be seated deeper or loaded further from the leade giving you a bit of free bore. Whatever, the 300WM is a proven performer with lots of powder capacity to fill 99% of your needs.

If you are going to reload, this reamer can be used to cut a custom forming die as well.
 
A-bolt stainless, I have a modded one and my brother has one in stainless synthetic that shoots hot and heavy loads with ease both in 300WM, only mod I would suggest is the trigger spring, I think a 3-12 scope suits the caliber but that may change depending on what terrain and ranges you prefer.
 
In a 300 WM I think I would just spend the money on a quality off the shelf gun. Lots to choose from.
 
One other thing about a rifle that light is the barrel will have to be extremely light to get the performance the 300WM is capable of. If you are going to a shorter/stiffer barrel you may as well opt for a 30-06 or a 300WSM. Both of those are relatively easily done.

I have a Remington take of barrel chambered in 300Win Mag that was from a Remington Custom Shop build. It is very light but it still shoots acceptably well for hunting requirements. The previous owner had a muzzle brake installed to tame the recoil. I just had to put that barrel on a receiver I had with a magnum bolt on a long action. I set it up as a single shot because I knew I would never carry it in the field or use it at the range other than to test it. The barrel is 21 in long, including the brake. Velocities with 165 grain bullets was around 3000fps from what I remember. Just about the same as can be derived from a 30-06 with a 22 in barrel for very little extra weight and a lot less muzzle flash and recoil.

I only took that barrel to the range once and now it resides in my take of box. It's even to short to turn into a non restricted 30M1 Carbine tube and the profile is to slim to set back and make something else of it. I don't like the brake design either. It isn't very efficient.

Still, you need to know what you're getting into and understand that custom rifles are usually just one person's dream and extremely difficult to get the money spent out of them.
 
Remington action squared and trued , McMillan stock , 24" quality barrel ... Chambered to the 300H&H,

2nd choice would be the 8mm Rem mag ... But finding brass now seems to be an issue

When you pull the trigger the extra weight will be appreciated. I think more guns are ruined by trying to scrimp on weight/length, than by anything else.
