I want to develop a load for a mossberg MVP chambered in 308 (bolt action) The barrel is 1-10 twist and 18.5" long. Im planning on starting with 168g HPBT would this bullet be to heavy for the length of this barrel?

no and hell no- most 308s run a 1/12 twist- that's good for 180's or slightly better- yours is a 1/10 so you can go almost full spectrum, but you lose about 100 fps /inch over the stand 20-22 inch barrel- give or take

You might find that the bark of a short barrel is very hard on the ears. This can be an issue when hunting. If the gun barks, try a different powder. Some are quieter than others.
I hunt with a ruger scout in 308 with an 18" barrel , the only time the bark bothered me was standing ove a buck I had spine shot and putting a finisher into him . That muzzle blast made me wish I had used a knife .

Faster powders are better for short barrels. I had a 4350 load in a short barrel and it produced a gigantic fireball with each shot. Changed to Varget and that went away.
