So then in theory for a 400 gr I could go 3.125?

I checked my Hornady reloading book and my loads agree with their numbers. They don't give any thing for 400 grains. As long as it fits in your mag and it feeds into your chamber, you should be good to go. If you haven't already bought your bullets, maybe look for some with a cannelure on them. And of course, work up your load with that cartridge length.
 
Load to the canellure, when there isn't any or when using tsx I load for the chamber and or mag, I have a custom CZ so lots of room in the mag.
 
If your in doubt you can press a bullet, leaving it out a tad, into an empty case and smoke the bullet and chamber into your rifle. . That should indicate the bullet depth tight to the lands. . Make your own adjustments from there. . Don't crimp the bullet but it should be tight enough in the neck to hold the adjustment your rifle chamber makes.
