Is there a legal minimum for barrel lengths on rifles and shotguns?

In theory, you could have a custom made barrel installed on a manual action firearm (Not semi-auto) that was 106mm (4.25") and as long as you had a full stock that kept the firearm 26" in overall length it would be non-restricted. At least in theory. That's how you wind up with Dlask and Grizzly pump shotguns that have 8" barrels and remain non-restricted.
 
This led to a lot of confusion for me at first. My first rifle that I just recently bought is a 5.56 NATO Mossberg Patrol, with a 16.25" barrel. The told me it was not restricted, then a couple friends panicked about the barrel length. It's a very short rifle, but it's non-restricted since it's not a semi-auto and comes from Mossberg as is.

Got three used LAR-15 mags on sale from the LGS shortly after. 10 round AR-mag goodness. Took someone to convince me those were legal too. I love navigating the minefield of our gun laws.
