Does anybody know a source for an A1/A2 front sight and handguard retainer cap for a .625" AR barrel?

Secondly, I need to get said .625" AR barrel shortened, from 14.5" to 11.5", and rethreaded and crowned. I've had two gunsmiths in southern Ontario tell me they probably won't touch it because it's chrome lined. I've yet to call Casey at TacOrd. Any recommendations, preferably somebody in southern Ontario-ish region.

Barrels can not be cut under 18 inches.

As noted...shortening the barrel turns it into a prohibited device, and that's why you won't find a reputable smith willing to do so.
Just sell/trade your barrel for what you're looking for.

The legalities aside, the cost of the gun smithing to cut, re-thread and re-crown would be better spent on a new barrel, and some of the cost of that new barrel can be recouperated through the sale of the old.

it's allready a restricted AR... just don't go shorter than 4.2"

Actually, the 4.2 doesn't apply - it's not a pistol, but the not cutting under 18 inches does apply. Factory barrel under 18 inches is fine, cutting under 18 inches is prohib, pistol under 4.2 is prohib, rifle under 4.2 is fine. Attempting to overlay logic on any of this may harm your mental health.

so your saying I could go out and buy an ar under 18" and it's restricted but if I cut one down its prohibited?

+1.

You just told the internet you plan to make a prohibted firearm.

Yes he did.

After you get out of jail, if you're still looking for a FSB Brownell's has .625 FSB for only $20 and they should have the handguard cap as well.

It still doesn't explain why, if the barrel is under 18.5" from the factory and is already restricted regardless of length, why does shortening make it prohib? Where is that mentioned in the FA?

Actually, it's worse than that - you could take an AR with an 18 inch barrel, fit a factory made shorter barrel to the same upper and be fine, if you cut the existing barrel to the same length under 18 inches you're a criminal.
