Yes it is restricted because the barrel length has to be 470mm for semi automatic center fire rifles in Canada, i.e The M1A SOCOM is a restricted firearm, however the Canada Arms SOCOM 18 is not restricted since the barrel length is 18.5 inches. The 26" rule overall length rule applies to all firearms in order for them to be non restricted.

It says restricted?

If you buy one with a 22" barrel, which is the traditional length for an M14 pattern rifle then it won't be restricted.
If a semi auto has a barrel that is less than 18.6" it is restricted.
If the overall length is below 26" it is restricted.
 
Springfield Armory Inc does also make a shorter barreled M1A variant called the Socom 16 which has a 16.25 inch barrel and yes that would be restricted right from the get go. As well as the Scout Model which has an 18 Inch barrel thus being restricted. But unless altered the Standard M1A has a 22 inch barrel and not restricted.
 
I don't know a great deal about 7.62 NATO rounds, but is it suitable to shoot out of a short SOCOM or 18" barrel? I thought the standard M-14 types & FN FAL, with a 22" barrel, was the optimum for this round (powder load, bullet weight, etc). 18' is perfect for M1 carbine, but shorten it up and there is a huge muzzle flash, and lower performance ballistic characteristics.
