My LGS sells plastic 50 rifle shell holders for $18, and 20's for $8.
So I popped into my LDS (Local Dollar Store) this morning, and found these cases for $1.25 each, and the next aisle over had foam flower blocks 2/$1. The blocks fit perfectly into the cases. Just had to drill a few holes. Mcguyver'd the vacuum into place so it sucked up the foam dust. No muss no fuss.
Each case holds 96 rounds, so that's 288 rounds of storage for less than 8 bucks tax in. That's good value for THIS cheapskate!

So what other DIY cartridge/shell storage solutions have you folks come up with? Bonus points for pics
