They were invested before they started advertising. The model is being sold in South Africa and New Zealand. They started this initiative by first pursuing a classification for the Armalite AR102 before the NEA102.
Pulling one from the SA or NZ batches isn't that expensive a proposition overall. The mounties don't charge a fee for examinations.
I think it is a case of being over confident in how fast the lab should work on this given the earlier AR102 classification. The time limit isn't a thing, no matter how much NEA think there is one.
