What's this, an artillery projectile?

My neighbour, who is an incorrigible junk collector asked me what this is. It is solid brass, 4 inches across at the base and about 8 inches long. It once had a yellow stripe around near the tip.

it looks to me like a cap of fuse of an artillery shell/projectile. I probably was much longer. Could have been a practice/dummy artillery shell.

Yes. The fact there is no rotating band tells me that the bottom was cut or removed and that it was longer. This cap looks similar to others I have seen albeit on whole rounds, not shortened ones. It is hard to tell from the one picture though. It would interesting to see the bottom.
