Can you register as a "complete lower"?

When you get a stripped frame it's registered as such. Once the build is complete it's registered with its barrel length. What if you complete a lower, but don't have an upper for it?

Stripped or complete, it is still just a lower. You register once the firearm is complete.

You're correct, sir. For some reason I thought it specified "Stripped receiver/frame" but after checking it's "Frame/Receiver only"
