Is the Winchester 9422 better than the Browning BL22?

Same here, bought my first 9422 the year they came out in the 70's and the 9422M when they came out. Very well made accurate rifles. Never had the Browning lever as I never had any reason to.

The 9422 looks perfectly proportioned just like the 94. The browning bl22 is the opposite. Ugly. Some can overlook it. Thats why they're cheaper.

That's one reason I won't have one. Can't get over the looks of them.

They made them in 22mag as well right?

Yes. Bought my first 9422M a few years ago from a co-worker, then had to have a s,l,lr, and soon after a WinCam 9422M followed me home too.
