White Sports on Rem 700 Receiver

I'm in the process of cleaning up a Remington 700P I bought of the EE. I took the rail off the rifle and wiped the receiver down with rubbing alcohol since there was a bit of oil (I think?) under the rail. This caused the portion of the receiver under the rail to turn white. I tried applying solvent and oil but it's not scrubbing off. Is this anything to worry about?

We're the bases Weaver aluminum? Kind of looks like galvanic corrosion between two dissimilar metals.

Nothing to worry about... quite possibly a sealant similar to Loctite. I believe it is on top of the blueing...
