game hunting seasons...why are they set up as they are

as the title suggests,why are the Sask draw game hunting seasons set up as they are?
for example either ### elk is open now for x weeks
then either ### moose for x weeks
then anterless elk for x weeks
etc etc etc

why dont they as of sept 15th just open up the seasons and you just crack on and hunt until middle of december.
the same amount of draw tags are issued.

i understand the tags for open zones,i understand the 2 week deer season also.
still mind boggling when there is places are 6 weeks for deer,but this is a different rant

anyone want to school me on why its set up this way?

They do not expect or want all the tags issued to be filled, they have a historical knowledge of the percentage of tags filled and they issue the number of tags and length of season to remove a certain number of animals

so there wouldnt be an issue if the seasons for elk and moose were combined.
what i dont understand is why its a week here for one species than another week,a month for anterless etc
not all hunters fill out the harvest survey also.

wouldnt it be easier to say, they you go you, have from the middle of september to the end of october to get your moose or elk(for whatever ### your tag is)

Or in layman's terms....the gov't wants more intake of your dough for less output of what they see as their doe!!

Interestingly enough the Aus Govt has just realised this and is Currently "encouraging" hunters into the Small Country towns because there has been a Dollar Figure put on the Heads of hunters who filled in the Survey.......... So now the Shires want hunters in there area because of the input of money to the communitys...................
but totally missing the point that Blow ins cause trouble and Locals don't leave dead deers in paddocks or behind Campsites.............

Government using hunting as a cash cow has some serious problems. Selling too many tags (knowing a good portion won't be filled) then putting hunting seasons that are only a couple of weeks long put a lot of hunters out in the woods all at the same time especially when there are only two weekends to hunt. This can be dangerous. Just read the news about what happened in sask recently.Some places are a zoo of hunters and the tag and season structure has a lot to do on creating this.
 
I think there is more to it than a money grab. First it reduces the population of hunter afield at any one time. Also say Mike & Joe are hunting Mike has a moose tag and Joe an elk so Mike says "if you see a moose roll him over for me". Party hunting may be illegal but is widely practiced especially among "meat" hunters.
 
While hunting & fishing contributes a healthy sum to the economy as a whole, it generally does not produce a lot of money for provincial or territorial government. Lending reason to why the departments or divisions responsible for administering wildlife resources tend to be relatively neglected as compared to other government departments, and are often under funded and under staffed.
