My criteria for a rifle

Here are my criteria for rifle selection:

1. I want to be able to use it anywhere...ie can't be too nice that I won't want to ding it
2. Accuracy...level required for its intended purpose...if I intent to shoot a 5 inch target I need it to be within a inch etc
3. Is the accuracy out of the box enough for what I want/need...do I need to put in extra $ for a trigger/stock etc
4. Fun factor
5. Value for $

What are your selection criterias
 
Add in weight... If you're a bench shooter, weight isn't an issue. But from what you're describing, you're going to be carrying it around. For a "field" .22 I don't want it much past the 5-6lb range, fully kitted out with scope etc.
 
Bolt Action - Savage Mark IIG
Semi-Auto - Savage 64

I have shot both, and both fit your criteria. As well, you did not specify price range. Savage Mark IIG is around $300 for just the rifle, and Savage 64 FXP can be had for $170 on sale with a 4 x 32 scope included.
 
If the OP is referring to a .22 then my first selection is a CZ 452 in bolt action with a scope mounted on it. This rifle is much like a full size rifle so that's one element that I prefer. It is also the most accurate 22 that I use and - is easy to carry with or without a shoulder strap.
 
I also like a 22lr to be comparable in size and weight to a full size rifle.
I love my guns to be accurate with great trigger pulls.
My Two favorite .22's are these;
A CZ452 Varmint with a Yodave trigger kit. Pull weight 11oz.
A Ruger 10/22 with a Kidd trigger kitt & barrel. Pull weight 28oz

One day I wish to bring home a Match 54 "Annie" and a Kriss Defiance DMK-22.

#1 is the new gun finished/milled better than a SKS
*if #1 not met I don't care what it costs I don't want it

#2 does it fit the purpose
- durable
-reliable
- accurate if I am
- ammo avail and $ effective (no niche calibres)

#3 Can I afford the gun VS want factor

Honestly though every firearm I own must pass or have passed the SKS rule. I find for a sub $300 rifle the fit/Finnish on most SKSs is incredible.

I almost went on auto-pilot and chirped; "CZ452...CZ452" :) Then I realized you were asking about what "criteria". That sounds like a question someone might ask if they think they'll only need ONE .22 rifle. lol AS IF!!! :)

At face value, the reply would sound like; "accuracy, value, fit & finish" etc. but for me, every 22 I have in my small collection all fit a different set of criteria...all have different purposes...but in all cases, I try to buy the best I can afford. As I get on in years, I'd rather have fewer/better. I have one rifle that needs to be a heavy-barrel varmint rifle with a good trigger for shooting gophers (I have a 22 and a 17HMR that fit this "criteria") another with a standard weight barrel for shooting offhand, a youth-sized for kids/small shooters, a semi because this forum has fooled me into thinking I need one :) . The only hole WAS a target/bench gun and I filled that slot a couple of months ago. So, criteria is different from one gun/one application to the next. For me.
