I think the reasoning was that there was a chance private sale could indicate it was stolen from CAF.
IVI brass sales are allowed for business members but not private members. So there is now a situation where I can legally buy 1F IVI brass from a CGN sponsor on the EE, but I would not be allowed to put the same brass back on the EE if I later decided I no longer needed it.

The 5.56 would almost be a dead giveaway, in Canada, unless it was one of the surplus brands.

RCMP also use IVI 77 grain 5.56. So you're likely to see a lot more of it in the brass buckets at ranges these days. There is no "declaration" etc that the military guys have to go through.
I would advise against marketing in the EE. The rules dont say only non-military IVI is allowed got sale. It specifically says if you are caught soliciting purchase or sale of IVI you will get turfed. The rules may not be applied evenly across the EE but if it gets your account locked out.....

I do not know what the official policy of the RCMP is, with respect to disposition of range brass. It is government property, and has value, even as scrap metal. No doubt one of the many members of the RCMP on this site will clarify policy.
Rcmp range brass typically goes for auction either by lot or period contract. They use it to recoup costs. Probably 10 to 15 percent of brass being put into the market by commercial entities is sourced through this method
