Undersize Bullets?

I bought a bunch of those bullets to load for my 6.5x55,(brass ones on the left). When I measured, I discovered they are .261 instead of .264. I loaded a few and found poor accuracy, just wondering if the smaller size would make much difference. Also wondering who made them

Bullets are often .0005" to .001" under nominal groove diameter, but .003 seems a bit excessive.
Still, since .308 Bullets often shoot just fine in 303 British rifles [.312-.313 groove] They should
shoot OK. Do other bullets of similar length shoot well? If so, the bullet may be at fault
They look like Sellier and Bellot made projectiles. D.
 
Years ago, I bought some Bell brand ammo in 6.5 X 55. I was just getting into reloading, and noticed that my first reloads using the Bell brass were tight at the neck. Turns out the brass was very thick, and the original Bell bullets miked at 0.261 in. Seating the larger 0.264 Hornady bullets caused me grief...
I don't know where the Bell ammo was made - I suspect central or eastern Europe.
