Mini 14 first round not loading

Check that the slide isn't rubbing on the inside right of the forestock when it cycles. The clearance is tight in there and you may need to shave the stock. Pull the cocking lever/slide back and forth and make absolutely sure it doesn't touch in there.
 
Went back to range this morning with the old stock, worked better only had one hiccup in 60rounds. These remind me of my vz58 where you have to pull the handle back as far as possible and let it fly.
Also added a bit of CLP to the moving parts.

That is how all auto loading rifles should be charged on the first round. Pull the handle all the way back and let it go with out riding it home.

X2 on what Kidd X said. Just because you can get away with it on some rifles doesn't mean its the right way to do it.
 
My m305 is similar. I almost had out of battery fireing first time it happened. Lucky i saw the second cartridge had pop out of the mag and was on its way to the breech followed by the original round that was stuck to the bolt.
 
My brand new 583 had zero issues. Factory everything including both 5 rd mags. Ran like an M1. I did detail strip and lube it with G96 before the first range trip but other than that it was as-new and unfired. Easily chambered and fired every round flawlessly. You do have to make sure the mags are locked in right, the Ruger 5 rders are not as easy to insert as a 20rd. They can lock into the mag release without the pin being in the front of the mag body which will cause the issues you describe. Are you inserting them on an angle and rocking them in? They don't go straight in like an AR.

The 5 round mags is pissing me off, loading isn't to bad but fighting to get it out is annoying.
I don't seem have any loading problems now as long as let it drive home hard. What kind of groups you getting?

I haven't benched it yet but I expect it to shoot ok. Hitting cans at 50 yds doesn't tell you much. For releasing the mags, put your trigger hand under the rifle with the front of your trigger finger pushing the mag release. They just fall right out.
