Can anyone explain why the rem model 7 mag is so much heavier than the standard? I realize there is more barrel on the mag version but there seems to be an big weight difference. Also, are there inexpensive ways to reduce the weight?

stock options would help to lower weight. McMillian, Wildcat would save around 8-16 oz ( maybe a stretch) and machining the action also.
 
I have noticed the same thing and found the synthetic stocks used on the magnum models are weighted and weigh almost a pound more than the standard calibers. This gives a much better balance for the magnum contour barrel but certainly makes them much heavier.
I have identical rifles (Mod 7s) in 223, 260 and 300 SAUM and the 300 is noticeably heavier in the stock. I built a super lite rifle on a 700 Ti in 300 WSM and used a Brown Prec. Kevlar stock, which weighs under a pound.
 
Dropping a standard cartridge m7 into a wildcat stock will get you down to a couple ounces over 5lbs. And that’s with a proper decelerator recoil pad. If you go flip flop, and do some other minor mods you will be under 5lbs.

A wildcat m7 pattern fully finished with decelerator will weigh 19oz +/- (depending on lop etc)
A standard (7-08) 22” mountain rifle contour (same as m7 but 2” longer) weighs 2lb 0.8 oz
A standard (7-08) 24” sporter weight contour (standard 700) weighs 2lbs 9 oz
I don’t have a magnum profile here to weigh.

My M7's are in the Walnut CDL Stock with the pencil neck barrels, not sure of weight scoped up, but are the light and compact enough for me.

I am in the process of building a custom using a factory 700 30-06 standard contour Benchmark barrel (24 inches) and an Edge stock cut for a factory 700 standard 30-06 BDL. It should be a nice compromise with a 3.5-10x40mm Leupold in dual dovetail mounts. The action has been trued, the trigger reworked, the bolt bumped... just waiting for the barrel and stock.
 
I went back for another look. I compared the m7 saum to a standard 700 in 243 and despite the tiny hole in the barrel of the 700 and the longer forearm it (the 700) seems lighter. A closer comparison of the barrel contour and the m7 saum seems beefier than the standard 700. I am surprised the m7 saum is or at least seems heavier than a standard short action 700.

It sounds like a wildcat is part of the answer. Who sells them and how much are they?
 
Your saum is a magnum contour. It carries more weight at the chamber end than a standard caliber barrel.

Wildcat stocks are made here in Alberta. Google "wildcat composites". Price will vary depending on the level of finish you want. On one of the spectrum you can buy them as a "blank" you finish yourself, on the other end you can have them fully finished/bedded to your rifle with your choice of hydro dipped finish.

I'm guessing you should have about an 8 pound gun all in. Weigh it up and let us know when your done.

Recoil is very light. (it came with a break on it) However I think it would be just fine without the break. The stock design seems very nice and seems like it will reduce recoil at least for me compared to some other stock designs.
