I ran an AX chassis a while back and ended up getting rid of it because of the full length hand guard. You have to run high rings to clear the hand guard, and depending on what size or scope you're going to be running, it can get pretty uncomfortable to shoot in the prone position, especially with a 56mm. However, mine was the old style buttstock, and the new ones are alot more adjustable, which would help alot with comfort, but still doesn't change you're scope being 3/4" higher. Just something to consider before buying.

Honestly, with your budget I'd just get a Cadex rifle, which is a fully integrated system. You can get a composite stock, or a fully machined metal chassis for more money. I started out with an accurized R700 action and Krieger barrel, which involved months of delays due to gunsmithing. Now I only buy complete systems from Cadex, because I get the same or superior results and the integration is done by others. Cadex has millions of dollars in computerized tooling capable of realizing parts with ridiculous tolerances.
You can get a really nice Cadex Sheepdog rifle and put a Vortex or lower-end Nightforce scope on it in a Spuhr mount, and not go too far over $5000.
Also look at PGW or ATRS.
I totally understand if the appeal is in the journey of building your own rifle though. I can definitely get behind that.

OP - I would try to handle a few rifles before you spend 5k. I thought I wanted an expensive chassis until I realized just how inconvenient they are to hunt with. Take a look at some stocks available before you buy. Lots of great advice on here also.
I have a laser like accurate 700 police in the factory HS Precision stock, 20" fluted factory barrel, rail, Timney trigger, cerakoted, with a Leupold vx3i FFP 8.5-24x50
I hunt it as well as use it at the range. under 5k with the glass and the closest I could get to both worlds.

If one was to spend 10 grand on a gun you bet it would have to be .250 on ten rd groups or why bother sending 10 grand. Like GAP338 said 5/8 groups are obtained by factory guns with work on the reloading side on some good tikka and Remington . So with your response as to that's ridiculous I guess "Lazer" for you is a factory Remington that doesn't make the .58 MOA.
I have never seen a 700P not holding 1/2 moa
I second MackForce's suggestion. save lots on the rifle and put more money on the glass. FFP and locking turrets is my go to for mid-long range hunting.
do you hunt fox or moose?
700P, stick in a timney 510 trigger and a tacpro cheek rest and you have room left for a good scope. you could spend a LOT OF MONEY for very little gain in accuracy on many other options.

How about a Deadline action in 6.5CM for your precision needs with match barrel, then switch over to .308WIN bolt face and hunting contour barrel for the bush. can be be installed in a magpul hunter stock for both uses! Check with Jerry at Mystic Precision for a sweet build. he also has carbon barrels.

Still dont know what scope ill be putting but i think ill go with a vortex.
budget 1000-1500. want something good rugged that will hold zero to 308 with muzzle brake. Something that looks good on RPR, big heavy scope i dont care. With good zooming capabilities.
too much vorte scope models diamondback, crossfire, viper.
dont know which one to take. Same for scope rings.

You really can't go wrong with the rem 700 in 308, The Savage or any of the other fancy actions, its all good. But the Remington is just a good place to start without blowing your budget. Build your first one and you'll probably find what I did, that the attention to detail is what really counts.
I put a schillen select air guagued barrel on it (from mystic -> that guy is THE GUY).
