I didn't see what grade it is. CMP has different grades of rifle and price levels correct?

If it's still part of the CMP program I don't think it is eligible for foreign ownership/export. They have strict "end-use" provisions in their eligibility process.

My thought also.

Here we are paying in the $2000 dollar range for what amounts to parts guns.

That seemed like a good deal to me.

NRA membership has no bearing whatsoever. The only grades they currently have are field grade and service grade.
