Transfer applications are made to the Canadian Firearms Program, run by the RCMP. Once the application is deemed to be a complete file, it is transferred for the Provincial Chief Firearms Officer for review and approval. Some provinces, such as Ontario, Quebec and PEI, decided they wanted their own CFO so they could retain control of the system, and screw around with various policies etc. Others, Such as MB, AB, SK and BC, wanted no part of the firearms act and refused to pay for or appoint a CFO, and so their CFO duties are executed by the CFP. Not only does Ontario see a disproportionate amount of transaction volume, it is also significantly understaffed, cause the Province and the OPP don't want to pay the costs to have adequate staff.
For transfers, it is the CFO of the person receiving the firearm that must process the transfer. This is why transfers into and between Ontario are brutal, but transfer times leaving Ontario and elsewhere, range from less bad to almost excellent, you can even call asking the government permission to buy property excellent.
