Whats with the hole in the SKS-D receiver rail?

I notice a hole/Indent in the SKS-D receiver I got today. I googled it because it looked strange and seen others with the same thing.

So what is this?

Yes, it's spring loaded, when the carrier is pulled back it pops up releasing the carrier.

It makes clearance for the right front tip of mag feed lip. Mine is right up almost to the bolt.
