Re-registered AR lower question

Does anyone know why an AR lower has the barrel length referenced on your registration card? I thought uppers were not restricted?

Why I ask is, what happens if you decide to part out your old carry handle AR, and call to re-register the AR as a stripped receiver? Or if you want to use another upper on another new registered lower that came with a 16" flat top upper??

My buddy said you have 30 days to re-register an AR if it was registered with a different upper? I asked what if your new AR came with a 16 inch upper but you also have a 11.5" upper in .223, and a 16" in 7.62?

Anyone know for sure?

If you have a lower that you are selling, and you stripped it before selling it, when you call to transfer it you can tell them then that it's been stripped and should transferred as such. It may add a day or so extra to the transfer time but the buyer will receive their papers with the appropriate info.

Same goes for building an lower into a rifle. Call them up when you're done and amend the registration to reflect what upper you put on.

I just did both the above a couple months ago.

If you have one lower for many uppers, just have the registration match the most frequent upper.

Call the CFO and tell them you sold everything other than the lower receiver. Once you get your new registration card that says lower receiver just use any upper you want and don't worry about it. If you ever get stopped and questioned about it say you just bought or built the upper and that you haven't bothered to call it in yet.
It really isn't any of their business and by having it registered as a lower only if they do ever ban or prohibit the AR you can just hand in the stripped lower but if you have it registered as a complete rifle they will expect you to turn over a complete rifle when you hand it in.
It's all very silly but having it registered as a lower only will let you keep some of your parts and hopefully use them again some day if we get rid of the stupid Lieberals

The receivers is the only part considered the firearm and is the only "controlled" part. Which means the receiver is the only part that could be prohibited/confiscated.

You would think so wouldn't you but you'd also be wrong. If it is registered as a complete firearm they will take the complete rifle, if you try to hand them just the receiver they will ask again for the rest of it before arresting you and getting a warrant to search your house.
I know a guy who witnessed this happen at a shop, when the police came for an owners rifle and he tried to pass off just the lower receiver. I don't have the particulars on why they were confiscating the rifle but it was registered as a complete rifle and the police would not accept the lower alone.

Unfortunately if you have it registered as a complete rifle they expect you to turn over all the parts to make a complete rifle. Why not get rid of the possibility of them taking more than just the stripped receiver?

You're free to do whatever you want but there really is absolutely no reason not to change your registration over to receiver only. You can still legally use your rifle and you're free to swap in any upper or barrel you want.
Nothing to lose and everything to gain from my point of view.

Not leaving until the entire firearm is accounted for. You can argue the rest in court. Receiver only makes things less complicated for you. Obstruction charges potentially.
 
If the cert is marked stripped then no.

??? I can't remember how they word it but I don't remember it saying stripped, just receiver only or something like that. I'll have to look when I get home. I've never had a problem and never been asked about it when I called in to change something or to sell the receiver.
When I sell an AR I always try to remember to ask the buyer how he wants the registration and I'll do the transfer whichever way he wants it.

Frame/receiver only - for all intents purposes means stripped.
When the receiver is capable of being fired IIRC is designated complete or something like that.

And if just a complete lower at the range.

No, stripped = not capable of being fired. You need to inform them when it is capable( lower complete) You have 30 days once you mate a upper to a lower to call in. If you have multiple uppers and keep changing them no problem. If you have one upper and a lower and really just don’t want to call in, I would advise against personally.
 
^^ There are more than likely thousands upon thousands of rifle builds that began as stripped receivers, still registered as receivers, being transported and used at ranges, every day. If it was a problem it would be known by now.

I agree, just saying what the law states. Agree with it or not.
