If it was manufactured that way in the factory, it certainly could be Non restricted.

If it was manufactured that way, but deemed a handgun, then it would be restricted, but we couldn't really ever know that for sure, unless you asked the guy who designed/manufactured it.

If it was modified after it left the factory, then its prohibited.

So to classify this gun, we need to know who made it, how, and why, and what happened to it after it left the factory. Simple, no?
 
I notice that Bruce Lee had to use the old "Chest Hair" grab to cheat, and weaken him

I also notice that Bruce Lee "killed" Chuck, but he just wouldn't stay dead, and came back to make movies for years after this. Maybe even Death doesn't want to mess with Chuck
