I think he meant that the newest orders will be put in the position of waiting for an extended period like the people currently waiting for their orders to be completed.
The fear is that there won't be enough mags after making good on the outstanding orders. A somewhat valid fear considering TI has oversold product in the past. Or couldn't read a spreadsheet right. Or got short changed at the factory. Or whatever excuse they will come up with.
