I agree. In the last twenty years no officer or warden has asked me for drivers license, insurance, hunting/fishing license or PAL - BUT i make darn sure to have all in my wallet at all times - a lot less hassle that way.

I would say that your 20 years of experience says it makes absolutely no difference to have them or not and it certainly isn't less hassle to worry about them as you have never needed them. It's your choice and I won't criticize whatever you feel is right for you, I'm just pointing out that the concerns over our bullsh!t paperwork requirements are vastly overblown based on decades of reality of living under this idiotic set of rules.

I agree.

People need to know what the law actually is before they can make their decision on how they want to handle it. I could not care less what anyone chose to do for themselves. The issue I have is people that decided something and then proceed to tell others that what they decided is the law.

They are both right, you had paper for the first one, you don't have paper for the second one so you can't go to the range, with the 2 nd one. Not that hard if you think about it.

How did he get it home? Is he in possession of a restricted firearm without a registration certificate? If for some reason the police have cause to come into his home and become aware of the presence of the firearm, will they accept the transfer notification in lieu of a registration certificate, or will they see grounds to seize the firearm?

Registration certificate always arrives after the firearm (because CFO is slow). You get the temporary ATT to transport it from the post office. You can't transport it anywhere else until you get the registration paperwork. At least that's how it was explained to me by CFO when I purchased my first restricted... to answer your question, they probably wont seize it at your home, but they will definitely seize it if you transport it without paperwork. You will be able to get it back later, but that's not a fun process.
