Riveting semi auto shotgun magazine

How many 2 and 3/4 inch shells will the magazine hold? (maximum)

Measure the difference and make a wooden plug just for testing. Allow for 1 and 1/2 inches of clearance. With the wooden plug inside the magazine load as many as you can... if it tests correctly use the wooden plug to locate where you would want to drill and weld a permanent pin in place. Personally I would prefer a 1/4 inch rod welded to the inside of the forend cap. That would allow free movement of the magazine spring and block the magazine to the amount you want when the gun is assembled.
Wooden plug works for limiting a shotgun to legal capacity for hunting. However it does not count for limiting capacity of a semi auto that is over 5 rds.
I'd second the suggestion of ditching the +3 tube extension. I'm not a big fan of permanent modifications on anything but cheap guns like the SKS, makes it harder to resell and often lowers the price too so you end up paying for it twice - once to get the work and a second time if/when you sell it.
