There was a Turkish pistol grip 14 inch pump that was NR and under 26 inches, sold as recently as a couple of years ago. The latest batches have a 16 inch barrels though making them over 26.
Like this but with 14 inch barrel was NR based on FRT.

Yes. Those were originally non-restricted.
But they were later changed to restricted handguns.
This guy took advantage of the fact that it was now called a handgun;
And cut his handgun barrel to a much shorter length. (legal down to 4.2" on a handgun)

It seems to me if the manufacturer makes a short shotgun thats under 26" with a pistol grip, there is a loophole that the RCMP wants to close.
This by itself, is already a strong enough case to try to go for a clarification with the RCMP.
Look what we're doing now with the AR-10 "loophole", they're trying the 223 AR10 version as we speak, which is one of the boldest steps in the firearms industries in a long time.
Can am, I'd love to have a NR shotty that's "too short", and I know many who would buy it in a heartbeat.

I have some collapsible AR style stocks coming for them.
If you're after a straight pistol grip, I have just asked the factory to send me one of each type they make as a sample. Order a couple of super shorties and I will send you the stocks for free in ~30 days when they land and you can post some photos of what they look like.
