Luger serial numbers

School me on this. I think somewhere I read that you could have a number of guns with the same serial number, due to the way they were made or something. Anybody know for sure? Just seems strange to see a 1917 artillery (for example) with a super low 3-digit number, when they made so many of them.
 
OK, the one I have found is a 1917, 3 digits, no letter (artillery, I believe). There's another 3 digits under the serial on the bottom of the barrel, trying to get another look at them - looks like 883 or 683, with a space between the first two.
 
Lugers have been made I alphabetical blocs of 10000. For example, letter 'a' would receive 9999 numbers and then they would switch to letter 'b' and start all over again.

This is nothing new. Russian SKSs were made the same way, in 10000 rifle blocks. They made a few million of them, so one can guarantee there are repeats. Lots of repeats.
