I'd have done the same looky. Not the dogs fault his owners are deadbeats. If it happened that I came across him a second time like that I am not so sure I'd be returning him to a home that's not looking after him. It would take more evidence of neglect than that though.
I personally quite enjoy the witty banter. It takes some intelligence to purposely write like this. Not to mention dedication. He's a wealth of knowledge on a lot of topics if you just stop to ask.
