Suggestions on my Mini Scout Rifle build

So I am still pretty new to firearms but I have fallen in love with the scout rifle concept. I am looking to build/buy a cheap scout rifle to see if the concept works for me. So I want to stick to something cheap and probably .22lr for now.

I have two idea of how to build this rifle so far.

1) buy a Savage Rimfire Rifle B22 and get a gun smith to custom mount a scope mount on it.

2) buy a Ruger 10/22 and purchase a scout mount from the US.

can anyone recommend a good bang for buck scout scope? So far I have found

Vortex Crossfire II Scout Riflescope 2-7x32mm
and
Bushnell Trophy Scout Scope 2-7x36mm

Any Suggestions or comments appreciated
 
Unfortunately a .22LR would never meet the very strict criteria laid out by Jeff Cooper. A true "scout" rifle would have be in 308 or larger in order to meet all the "scout-rifle" specs.

If you want to build a "scout-style" .22LR, you are better off going with the 10/22 due to the impressive level of aftermarket support. A base model 10/22 should come in at under $300 when on sale (and black friday is just around the corner).

How you build your .22LR rifle depends on its intended use.
 
Well, option 1 would probably be better of those 2..but by "Scout" do you mainly mean the ability to mount a LER scope in a forward position? Not sure what an inexpensive approach would be, but the first guns that came to mind are;

1. ISSC Scout (already set-up with pic rail up front)
2. Ruger Precision Rimfire~that AR-style forend might be easy to get a rail on
3. 10/22~I'd be shocked if there wasn't a stock out there that would make this easy. Just Google "ruger 10/22 scout rifle" and see all the ways guys try to achieve this

Back to the B22~I think it might be a good foundation for a reasonably-priced, decently-accurate bolt gun...but if you're getting custom work done, maybe start with something used to keep the cost down. Savage FV-SR? Savage Mark II? Norinco Backpacker? Depends how small you want, and how expensive a gun you might mess up. lol

Well for 22LR scopes I'd recommend a Burris MSR or Droptine.
