Calum , anphib is right , across the northwest now all dumps are fenced off with electric fences, and in places like Terrace and Kitimat BC, it has worked, and these are some major bear populated communities, its up to the regional districts to do the fencing out here and maintain it, as for shooting dump bears theres not much else you can do to get rid of them, as for culling game well I can see there point to an extent , culling allows them to chose which animals go from the heard, most hunters take whats in front of them and may not be a animal they want gone, this is easily fixed but would take someone on the MNRs side to think and that would be wrong expecting that from educated people IMHO
