Taiwanese T91 piston upper.

Won't go on an NR lower - the test for an NR lower is basically if it'll take even one shot with an AR upper (which this is) - no matter how it's attached (including bailing wire!) it's a restricted lower. None of the current NR lowers will accept any current AR upper.
 
I'd be more curious if it uses a standard forged flat top upper, which would mean you could strip it for parts and sell the upper, then put it all on a MS/MDI upper.

Although the barrel would be a write off, likely it wouldn't be sellable and I don't think they're long enough as is (most likely 16" without watching)

If it is made by the Taiwanese State Arsenal factories, chances are the parts might be in metric.
 
You can't make it work by extending the barrel another 2" without doing some engineering changes.

But here is the BIG problem, for a dealer or importer to work with the Taiwan arms industry, there is a chance you may get blacklisted by China. This is a risk. This basically keeps all the distributors/importers I can think of away from any venture directly with Taiwan arms factories.
 
These uppers are stateside. $449 usd. One dealer I've found does not ship outside the U.S. I guess I have to learn how to get one imported to Canada.
 
Wolf ammo is the US importer/assembler, they get the upper, gas block, and small parts and put them together. The upper, being a piston system is different than an AR, and the BCG is also different. If you wanted to assemble a T91NR, you'd need to modify the NR upper, have it re-anodized and then build a lengthened piston system (the T91 gas system is quite unique you might be able to get it work with the standard length gas system) and then have a barrel made and calibrate the whole thing vis-a-vis the gas port. Much easier to get Irunguns or Prophet River to bring one in and set it on your AR lower.
