It's in "C"alifornia whose regs it was designed to comply with. There is one in the country, a private import.

Im aware of WHY it was produced, my questions is why they havent been imported? Im aware of the one guy who imported it. Tried to sell it at a huge markup soonafter.

I don't get the problem. If it already has been imported, it has an FRT, and will be easy for Irunguns or one of their peers to import for you. Just find one in the States, buy it, and import it via the legal channel.

I can only guess, but I would think it's either a lack of demand or a lack of ability to get them - keltec might not be making enough for any to make it out of America, that's been an issue with some guns before...

I'm sure IRG can probably help you out if you really want one.
