I am applying for my import permit.

I don't see Winchester on the List of Approved Explosives, and for some reason I can't search the PDF.

Anyone know if it's under a different manufacturers name?

"...can't search the PDF..." Click on 'edit' then 'find'. Adobe Reader 8 is available now too.
Ammunition isn't an explosive. However, you may find Winchester under Olin or Hodgdon. Hodgdon is marketing the Winchester brand ammo and powders now.
Import permits are usually a case to case thing required to get the U.S. export permit. Or are you going into business?

Tried the edit find thing, still comes up with nothing. Even when I search for ammunition. I'll try a different computer :D

Not sure yet. I am expecting some samples for some US made, and am still trying to find out if some of the European milsurp that may be coming in falls under one of the manufacturers listed on the acceptable list.

It may be worth my while to get a sample in and have them classify it.

In the short term ,I am looking to get into some cheap 223, as I shoot allot and may need to supply training.

"...European milsurp..." That won't fall under any American manufacturer. They don't make it.
"...I shoot allot..." Reloading is the best source for ammo.
If you're not in business, you're unlikely to get a break on prices. Even in bulk.
"...to get a sample in and have them classify it..." Takes a long time for that as far as I know. CanAm would know more about it.
