(2) In making regulations, the Governor in Council may not prescribe any thing to be a prohibited firearm, a restricted firearm, a prohibited weapon, a restricted weapon, a prohibited device or prohibited ammunition if, in the opinion of the Governor in Council, the thing to be prescribed is reasonable for use in Canada for hunting or sporting purposes.
Worst case scenario, would just the lower AR receiver be banned, could they lump in uppers or other certain parts specific to the AR15 platform.

Unlikely . But import permits my get stoped . As government is not big on approving import permits for parts for prohibited firearms .
If you don't believe me try importing a bolt carier for an ak-47 or mp5k

If you have a lower it has a serial number. It's considered "the gun". Chose your caliber and barrel length tell the CFO done. Put all the rest of the "stuff"on later.

What difference does it make?
If they ban firearms there will be no more gun ranges and the cops will come confiscate and arrest anytime someone calls and says they hear gunshots whether you're on crown or private land.
The total banning of civilian gun ownwership is the only agenda. The Big Lie is "Good guns and Bad guns".The banning of "all" firearms simply isn't gonna happen. Restricteds...possibly. Deer and duck guns...not a chance.
I think you guys misunderstood him, he is saying you complete the rifle by adding only a barrel to the lower. Since Scott R only has a lower and was worried if an OiC passes he would be stuck with a registered frame but wouldn't be able to legally complete it to a complete rifle if the OiC ban prevents someone from amending their AR registration certificate.
Now the question that would be applicable is if it is able to discharge ammunition as that is what is required to register something as a complete rifle and not a frame/receiver.
