Would AR specific parts be banned with lowers

The governor in Council could theoretically name AR-15 parts as prohibited devices, but the devil is in the details.

Criminal Code of Canada s. 117.15 lets the Governor in Council prescribe anything as prohibited, restricted, prohibited devices etc.
Regulations

117.15 (1) Subject to subsection (2), the Governor in Council may make regulations prescribing anything that by this Part is to be or may be prescribed.

Marginal note:Restriction

(2) In making regulations, the Governor in Council may not prescribe any thing to be a prohibited firearm, a restricted firearm, a prohibited weapon, a restricted weapon, a prohibited device or prohibited ammunition if, in the opinion of the Governor in Council, the thing to be prescribed is reasonable for use in Canada for hunting or sporting purposes.

Unlikely . But import permits my get stoped . As government is not big on approving import permits for parts for prohibited firearms .
If you don't believe me try importing a bolt carier for an ak-47 or mp5k

Thanks!! Looks like I will have to order a complete rifle now just to be safe. I have a lower but its not gonna do me much good with parts drying up.

I think you guys misunderstood him, he is saying you complete the rifle by adding only a barrel to the lower. Since Scott R only has a lower and was worried if an OiC passes he would be stuck with a registered frame but wouldn't be able to legally complete it to a complete rifle if the OiC ban prevents someone from amending their AR registration certificate.

Now the question that would be applicable is if it is able to discharge ammunition as that is what is required to register something as a complete rifle and not a frame/receiver.

If you have a lower it has a serial number. It's considered "the gun". Chose your caliber and barrel length tell the CFO done. Put all the rest of the "stuff"on later.

Barrel attaches to the upper so you'd need an upper too, at minimum, no? You'd possibly need a bolt/carrier as well to meet the requirement of being able to discharge ammo?
 
What difference does it make?
If they ban firearms there will be no more gun ranges and the cops will come confiscate and arrest anytime someone calls and says they hear gunshots whether you're on crown or private land.

The banning of "all" firearms simply isn't gonna happen. Restricteds...possibly. Deer and duck guns...not a chance.

OK, perhaps I misunderstood the question. As a registered frame/receiver it's my understanding that one can add every other single part to complete it (as a lower) without changing its status. Same with building or acquiring a complete upper assembly. But and a big one, only if they are mated together does it become capable of discharging ammunition and thus need re-classifying. For now every other single part can be purchased by anyone but without a lower, they are just bits of metal. Which makes me want to get a suitable size piece of aluminum and draw an outline of a lower receiver on it. Call it a 1% lower or something.
