Is it illegal to have two 8 lbs containers of smokeless powder at home?

I have been reloading 9mm for a couple of years and I usually purchase 8 lbs container of Titegroup. Since I'm starting to shoot more 223 and 308 I was thinking on purchasing another 8lbs container of some rifle powder like Varget.

After doing some reading I found this:

395. (1) The maximum quantity of smokeless powder that may be stored at any one time in a dwelling other than a detached dwelling, or in a storage unit that is attached to a dwelling other than a detached dwelling, is

(a) 20 kg, if all the smokeless powder is in containers that hold no more than 1 kg; or
(b) 5 kg, if any of the smokeless powder is in a container that holds more than 1 kg.

So for what I understand, it would be illegal for me to keep two 8lbs containers but if I divide them into 8 containers of less than 1kg each it would be fine?

But also it states:

Smokeless powder
(2) Smokeless powder must be stored in its original container or in small arms cartridges.

So that means I can't place the powder in other containers.

P.S. I live in an apartment building.

You could always buy 225kg of powder and primers and load them all up into your cartridges cuz it’s not illegal for you to store 225kg of net inside of completed rounds
 
5 kg is 11 pounds, so if you turn at least the first 5 lbs of your first jug of powder into ammunition and you're down under 3 remaining in the jug, then theoretically you could buy an 8-pounder of the other type of powder and start loading with that.

Nobody would have known...until now.

That's incorrect. The OP actually quoted what makes you incorrect:

Just because it's loaded doesn't remove it from the overall total amount of powder you can have.
 
well you need to put out a WTB add for empty 1kg powder containers :)

I would think someone would have some kicking around.

just have to make up some labels for them.



The NRCan guys that that I have met are all against any handloading and would have liked to ban it.

But if it's stored in cartridges then the total allowed would be 20kg, as opposed to 5kg if stored in containers larger than 1 kg, yes?
 
I doubt many handloaders worry about the powder rules or even know the rules. Lol. Btw, you should really store the powder in a locked 3/4" thick wooden box made with non-ferrous fasteners. And don't remove more than 2kg at a time. Or something like that. Whatever.

People have been handling as long as firearms have been around. I can understand having *some* restrictions, but they really try to punish us through capitalism by removing bulk buying and storing

I had a short conversation with them a few years back at one of the many many working groups I attended.

they were concerned that handloaders would put more powder in the cartridges then factory cartridges and that would be dangerous and that all loading should be conducted in factories where there is the proper QC.

I got the impression from them that handloaders were a bunch of mouth breathing rednecks that can't be trusted to measure.


and the doctors always wondered why I had high blood pressure.....

It's not an issue until something happens, then all bets are off. Being in an apartment I would have adequate insurance for my content and liability to cover my ass. In event of a fire in the building a big stash of powder isn't going to help anyone, especially if someone is injured or killed and they know you stored larger quantities than legal and/or covered by your insurance
