my guess is because its "easily concealable" or some other non sense like that

When they banned bullpups, they didn’t ban them. They banned the stocks. So while a T97 is legal since the receiver isn’t a stock, the bullpup SKS conversion stock is illegal.

Bullpups being legal was purely by accident.
When the current law was passed they banned the Steyr Aug by name, and also banned bullpup stocks.
But the people writing the law did not consider future bullpup rifles hitting the market.
So the wording of the law does not prohibit them.
