Its usually a good idea to be a member of a range. When you register a restricted firearm, they will approve the transfer if it is for target practice or if it is to become part of a collection. If it is to become part of a collection, they may ask you explain the historical significance of the firearm to approve the transfer. If the firearm is new, then you might or might not have a problem if you don't belong to a club - it really depends on who you talk to at the CFC. As for a collectors licence - no such thing that I am aware of - your PAL covers that. Collecting and target practice are the only permitted purposes for restricted firearm ownership under the Firearms Act for civilians. I don't believe the CFC keeps record of whether your a collector or target shooter. They just ask to ensure compliance with the Firearms Act.

The CFC keeps record of everything.

If you applied under the Privacy Act you would see that they record your given reason on each and every application.
