Barrel is too short so it would be restricted.
Barrel length doesn't matter on single shot/manual action. So long as it's over 26" oal it should be fine. Unless the rcmp treats it like the rossi revolver rifle and makes it restricted because it's a "handgun action"
 
The CVA Scout is 38" OAL with a 22" bbl and a 14" LOP stock, so this OAL should be around 30", depending upon the LOP of the stock (13" and 14" available).
 
In the US, The Henry mare's leg is classified as a lever action "pistol" yet we have them here as NR.

Patiently waiting on Irunguns to provide the actual facts as opposed to opinion.
 
Flip a coin; It could either be called a restricted handgun or a non-restricted rifle.

Precedent literally goes in both directions on this.
 
If it can be configured as a rifle from the factory, putting a shorter factory barrel is okay - subject to over all length. I have a TC encore in that state. I also have made a point of not owning a pistol grip or folding stock, because either with the 15" barrel becomes restricted. Once restricted, always so (except for antiques).

bross your comment is wrong in that if you install a handgun grip onto your short barreled non-restricted Encore it becomes a prohib not a restricted there is also nothing wrong with owning a handgun grip it only becomes a problem if you install it onto a firearm that has a barrel not making the min 26" OAL.
