So .... I've avoided the realm of ARs ...... so that's a lower in the pic and that's the restricted part ? Is that correct ? Like if I bought that I'd have to register it ?

The lower receiver is the restricted part on the AR platform and it must be registered.

No hand guards on the horizon. My best suggestion is keep your eye on the EE for them.
They do come up from time to time.

Its been like 2 years since we saw lowers from Colt Canada with green furniture.
Handguards... we we can only keep asking.

Keep in mind, the green furniture is proprietary for the CF. If the CF are not ordering any, Colt Canada are not ordering any. CC does not keep parts on the shelf in hopes of
securing a contract.
