Medal for identification

Hello,

I found what appears to be a medal while going through my granddads things. My granddad was a ww2 vet (seaforth highlanders) and his father served in ww1. It doesn’t appear to be Canadian, so I’m looking to see if anyone has any ideas on what it might be. Thanks for looking!

It's upside down isn't it? It's a pin with ribbon tail. Maybe for a cap.

Medals are usually designed to be legible, hung from the ribbon, this seems to be contrary to that rule.

The passel of flags appears Soviet to me.

During The Great Patriotic War there were medals civilian medals awarded for maternity until 1944.

It's possible.....

I kind of tend to agree but that background fan of flags screams Soviet to me.
