Just about any modern hunting rifle these days is capable of excellent accuracy with good quality factory ammo.
Savgae, Remington, Winchester, Howa, Ruger, Tikka, Sako, Mossberg etc etc etc all produce MOA or sub MOA accuracy with good ammo. I've shot all of these with good results.
Pick the gun you like, in the cartridge you like, and go shoot it lots, and you will be better off wit accuracy than 90% of the custom rifles from 30 years ago.
My Rugers are more accurate than my Vanguards .

I own an accurate 700 rem in 22br, 338 lpm Savage, Sako in 270, 30-06 and few more, fell into the Sako, Tika bs for a bit...lol. 17 fireball rem 700, Heavy barrel Ruger mk77's and an older good one in 220 swift, my favorite... and several Savage 12's and 16's heaviest and best they make.... Tikka and Axis, comparable quality shoot as well out to 600 meters not many like to hear that but it's true. So I find the most accurate gun I own is the one that preforms best on the day. Overall Savage is the huge winner, no big news here but on a good day my SAKO, with pristine conditions does it too so, for me, same as anyone else in the accuracy game, any Savage wins 90% of the time. Funny I thought money would buy me accuracy 20 years ago but not the case, Savage axis, cheapest you can buy, stock scope out of the box Canadian tire gun... We took it with us on an 875 meter shoot and after a few sighter's at 200 successfully shot it to 400 meters 8 out of 10 on a 12 inch plate.... Winchester 40 round value packs… you just never know.... Hard to say anything for sure. After some reflection in this post I would say my Savage 12 in 308 dedicated Target 12 lbs factory gun!
Huh? Having a bad morning? I am under the impression that the S2 has a gaurenttee of sub moa... so the Ruger outshooting them is good news, for me, as I just got one... Not sure what I said there to draw your ire
Of course not, and I have owned and shot hundreds... the suggestion is mostly regurgitated sixth hand online blather.
