I was asked a reason for ordering a restricted firearm on your site.
From what I have read, the upper will fit any Mil-Spec lower which are restricted which leads me to wonder if the lower for this firearm is a restricted item.

It is a restricted firearm. It's an AR-15 with a .22 upper.

As for the magazine pinning. Unfortunately the importer chose to pin the drums at 5 rounds even though if I'm not mistaken, 10 would be acceptable as the limit due to the mags being rimfire but designed to be compatible with the PLR-22 pistol. On the upside, the deal means the drum mags are basically free when you consider that the rifle is usually sold at 400 or more. [UPDATE -- I've been informed these mags are pinned to 10, not 5]

To my understanding rimfire rifle mags have no mag cap limit? but rimfire pistols have to be pinned to 10 and highcap mags made for both (like ruger 10/22) have to be pinned to 10 too.

Standard capacity. Standard magazines with a capacity of more than ten cartridges are limited to ten rounds.

There is no such thing as high capacity, unless you can manage to get more round into the mag than it was designed for.
 
Hmm, maybe {OK} for a 9mm Upper? This Seems a pretty fair deal. Hope I can manage to get in asap b4 gone. I had this upper b4 & it was pretty good, however :p The Black Dog though. I had some, but not the drums. Let's just say from my experience, I would Not buy one! lol. but in the package, basically *Free, so, one can hope. Only 10 anywayz, should function on that many. & It's 10 because there is a Chiappa Pistol floating around? Never heard of it..that sucks.
