licence question Game bird and small game

Confused on this. Going to goose hunting next week. Do I need both licences? or just game birds is good enough

You gotta go to the post office and get a migratory permit for $17.00
You may or may not need a small game licence depending on your Province. In Quebec you need BOTH to hunt gooses.
