I think these are normally a part of a b squared scope rail. Well, I still have the rail, only need the bolt lock cover plate with a wedge to receive said mount and I can't find them for sale anywhere. Ideas?

Dunno if it's the same part, but googling mini 14 b squared scope rail lists active ebay auctions that'll ship to Canada.

I thinks it something to do with the clinton assault weapons ban in the US.

from the internet
On 9/13/94, Bill Clinton signed the Federal Assault Weapons Ban law and it went into effect the very next day. During the ban, there were several attributes that defined an assault rifle ... a bayonet lug, a flash suppressor, or a magazine with over a 10 round capacity. Any weapon made during the Clinton AWB had to be marked "RESTRICTED LAW ENFORCEMENT / GOVT USE ONLY 91494". 20 round magazines were also marked the same. The standard Mini-14/5 was still legal for civilians but the Government Ban model Mini-14/20GB was restricted. The AWB law "sunset" on 9/13/2004 and so far it has not been reinstated so it is now legal for civilians to own a "GB".

Doesn't look like it unfortunately. I see all kinds of _complete_ scope mounts but I'm not sure what the plate is like in the kit. And I just need the plate not the kit.

Is that Restricted Law Enforcement/Govt use only ..........on that rifle??
Whats the story with that??

It's just an old mini, as lone-wolf wrote, from the Clinton AWB era. I doubt this was a law-enforcement rifle, but it's a possibility - they did use a lot of minis to arm prison guards.

There's a mini14 group on facebook(if you have it) that might be able to help you. Someone might have one kicking around.
The perfect union forums also has a large mini14 group, another place to ask
