something that is light on recoil but reliable enough to take down any game in North America.

you want something big for Polar Bear or Alaska Grizz / Kodiak n Moose...but being light on recoil throws a wrench.
 
Over 100 years ago the American army undertook many studies that show that the 30-06 produced the maximum recoil most shooters could tolerate and shoot well.

With good bullets it is capable of killing any North American animal.

I think it was the British that determined that 15 ft lbs of recoil was the most that everyone fit for military service could take, this is in the 1909 Text Book of Small Arms, conveniently this is exactly the 303 British, and the later 308, almost like the Americans simply shrunk the 30-06 to meet that spec.

Also, supposedly when Remington Model 8's in 25 Remington were tested, shooting scores went up compared to the 1903 Springfield.

In my opinion, anything from the 6.5x55 up will fit the bill, all the old military cartridges do pretty much the same thing.

Everyone down here will say it’s to small . Everyone up there knows it’s perfect but won’t tell you that if your not from there . They use .223/.243 for bears .
 
You say cartridge but it always comes down to bullets.

I would take a 6.5X55 or 260 or (gasp) 6.5 Creedmoor with one of today’s super bullets over any 30–06 load that was available 100 years ago.
