The recent 350 Legend is a cartridge created to comply with a set of laws. As was the 8x60 and maybe the 8x54. Same with the 465, 470, 475 No 2, etc.

What other rounds out there were created to comply with or get around Laws?

A whole bunch of .35 and up straight wall cartridges for deer hunting in North Eastern states... .450 BM et al...

Many countries don't allow military cartridges, but most of the time it seems the workaround is just using the closest one. Like 7-08 for 308 or 380 for 9mm or 222 for 223. But I don't think any of those cartridges were conceived to skirt laws, they just were close enough.

9x21, for where 9x19 is prohibited. Same COL as 9x19 so any existing 9x19 could have the chamber reamed. Irony is that lots of 9x21 will probably shoot 9x19 with the extractor holding the case against the slide, just like .40 in 10mm.
