Because as per S&W, the design was based off the AR15. That's enough for it to go straight into the Restricted classification.

The lower (aka the gun) can be modified without much effort to fit standard AR uppers, so that might have something to do with it as well.

You can't make the S&W 15/22 lower fit a regular .223 upper. The holes literally don't line up, and there's no buffer tube.

Not even close to fitting. Plus the buffer tube issue. Even with extensive mods it won’t mate together and work
