New or used?
Why prefer American?
What do you consider high quality? Unlike other shotguns there is typically a much greater range of price/quality.

Doesn't matter new or used , I don't like Turkish guns and Chines bad quality ,
I would go with Canadian too if available.

Ruger Gold Label, but you won't find one with short barrels. Good luck finding one, period. They're extremely rare in Canada (only 2 were imported into Alberta) and those who have them intend to keep them.

Winchester model 21. Again, you won't find any with short barrels unless some fool cut them down.

ETA: Both are only available used.

Buy a model 21 Winchester states side send it to Briley have it cut down to 18.5 in have

chokes installed get prophet river to import it
Now you have a $8000 us $’s gun that’s worth $1.600.00 Canadian.

There are also a wide variety of classic American side-by-sides currently being made by Connecticut Shotgun Company. With the range of brands and designs they've acquired over the years, they can make you a new one in any configuration you want. Names like RBL and A.H. Fox made with modern materials to high tolerances. But, your pockets had better be deep.

Even if you can't afford their products, having a look at their web site is worth the time. (NOTE: They also make the Winchester model 21.)

Could always buy an RBL and use a hack saw to cut it to 18.5" so it is easy to carry. Maybe a Parker or LC Smith too. If you are going to ruin a gun, make sure it is a high quality and valuable one. there is no point cutting up a crappy Turkish or Chine one...

Take care old friend and stay safe

So you want a quality hammerless, single trigger SxS "shorty" (as they call it) for a wide variety of applications, meaning that it will need to be capable of handling a wide variety of loads, probably including steel. So what you want is a modern production gun.

Forget about 10ga. Forget about American made. Google "coach gun" and see if any factory offerings meet your needs. Alternatively you need to find someone who has sadly bulged a barrel in a good gun, so that you can have the barrels chopped and tubes installed.

Really short barrel shotguns are only useful in dark alleys and perhaps Cowboy Action shooting.
If you want a useful hunting gun 26 inch barrels on a double gun is short.
From your posting there is a whole lot you need to learn about shotguns.
For example, 10 gauge is not a good choice.
Modern American doubles are really expensive.
Japanese made doubles by Miroku and SKB are solid choices.
Italian made doubles offer value for dollar.
Older American doubles that are inexpensive, are also rather crude and clumsy.
Single triggers in older hammerless doubles, are often the big problem with them.
I could go on and on.
Learn more about double shotguns to clarify the kind of gun you really need.

Stoeger 12ga side by side coach gun. Double triggers. Fun gun to shoot around. Made in Brazil I believe. Fit and finish isn’t the best but a decent gun for the price

This and Ninepointer's advice is what you should follow. The rest of us are having fun at your expense. It's clear you are new to the game and there is stuff to learn. If you are interested in learning, keep reading this shotgun forum. Sooner or later every question you don't even know to ask yet will get answered

This is a very gracious bit of advice.
